Hydroconseil is a French consulting group specializing in water and sanitation and public services

Location: Nigeria

Oyo State and Taraba State

Hydroconseil is searching for two teams of senior consultants for these two Institutional Support studies in Ibadan, Oyo State, and Jalingo, Taraba State, Nigeria. All positions are for 12 months.

Accounting and Financial Expert
The consultant must have a long-standing experience and knowledge (min 10 years) of the following, preferably relating to water utilities:

Design of automated accounting systems
Design a system of subsidiary ledgers and records.
Drafting of accounting manuals
Training on accounting procedures
Experience in English-speaking African countries, preferably Nigeria

Asset Management and Control Expert
The consultant must have a long-standing experience and knowledge (min 10 years) of the following :

Capital expenditure, funding and control procedures.
Assets acquisition, in particular drafting of pre-acquisition appraisal procedures and financial/technical assets evaluation.
Assets monitoring: design of assets registers; design of system and procedures for the revaluation for fixed assets.
Decommissioning and disposal (including sale) of fixed assets.
Development of assets management procedures manuals and training on assets management.
Design of stockholding policies, stock control procedures, stock-taking procedures.
Design pricing systems for stock and stock balances.
Knowledge of water utilities
Experience in English-speaking African countries, preferably Nigeria

Organization and Personnel Expert
The consultant must have a long-standing experience and knowledge (min 10 years) of the following :

Organizational structure reviews and manpower audit.
Design of organization/manpower plans.
Personal management systems, policies and procedures, including remuneration systems and automated system of personnel records.
Development of performance tools as self-assessment manuals and procedures and staff performance evaluation system.
Development of Human Resource Policy/training plans
Preferably, knowledge of the water sector/water utilities
In addition, the consultant shall have sound experience in English-speaking African countries, preferably Nigeria.

Training director
The training director must have a long-standing experience and knowledge of water utility and training (min 10 years) and demonstrated experience in designing training programmes for both trainer teams and auditors, designing and drafting training manuals and implementing training programmes. In addition, he must have experience in analyzing training needs of a wide range of staff working in public utilities.

Ideally, the training director is a former or current hurman resource director of a water utility, already having experience in a developing country, and who has willingness and capacity to work overseas to improve performances of a water utility staff by strengthening their skills and competences.

Experience in English-speaking African countries, preferably Nigeria.

Training Policy and Training Needs Assessment Expert

The consultant must have a long-standing experience and knowledge (min 10 years) of the following :

Assessment of training needs

Development of training policies and manuals

In addition, the consultant shall have sound experience in English-speaking African countries, preferably Nigeria.

Water utility Trainers

The trainers must have experience and knowledge of water utility and training, preferably in English-speaking African countries, in the following technical areas :

technical operations and maintenance,
accounting,
financial management
commercial operation
environmental sanitation
health education
general management
human resource management
information and communication technology.
The position is for 1 to two months between June 2010 – June 2011.

Legal Analyst

The consultant must have a long-standing experience and knowledge (min 10 years) of the following:Analysis of water agencies/water sector legal and institutional framework.

Knowledge of water agencies legal constraints and statutory obligations An analysis of the legal constraints and statutory obligations.

Stakeholders review and analysis of power, functions and relationships of stakeholders (in particular water Boards and governments).

Review of water utilities’ statues
